In pastoral societies women face many challenges. Some describe these as a ‘double burden’ –
that is, as pastoralists and as women. However, pastoral women may obtain a significant degree
of protection from customary law even if customary institutions are male-dominated. In periods
of change (economic, social, political), this protection may be lost, and without protection from
statutory laws, women are in danger of “falling between two stools” (Adoko and Levine 2009). A

This South African Agricultural Public Expenditure Review (AgPer) is one of a series of similar studies undertaken in several countries in Sub-Saharan Africa under the Comprehensive Africa Agriculture Development Program (CAADP) of the African Union’s (AU) New Partnership for Africa’s Development (NEPAD) which encourages governments and development partners (DPs) to target public expenditure on the agriculture sector as the most effective way of stimulating growth.

The aims to understand how formalizing or securing rights to collectively held lands can affect women and men differently and how projects and interventions can best address gender differences. It synthesizes findings from six case studies – from China, Ghana, India, the Kyrgyz Republic, Namibia, and Peru – that assess interventions to strengthen collective tenure and ensure that both women and men benefit from the improved land tenure security.
