It is encouraging to see that the United Nations Security Council is beginning to acknowledge the transboundary dimensions of fragility and conflict, as demonstrated by its newly launched Report of the Secretary-General on the situation in the Lake Chad Basin region.

The Constitution of Kenya provides that every citizen has the right to property. The provision ensures that an individual or group of people that acquire land have the protection to own this property if acquired lawfully. Violent conflicts between nomadic herders from northern Nigeria and sedentary agrarian communities in the central and southern zones have escalated in recent years and are spreading southward, threatening the country’s security and stability. With an estimated death toll of approximately 2,500 people in 2016, these clashes are becoming as potentially dangerous as the Boko Haram insurgency in the north east. Yet to date, response to the crisis at both the federal and state levels has been poor.
The ways in which people obtain land in Uganda are changing fast. Land that used to be secured through inheritance, gifts or proof of long-term occupancy is now more commonly changing hands in the market. Those with wealth and powerful connections are frequently able to override local rules and gain access to land at the expense of poorer individuals. Government-backed agribusiness investors receive large areas of land with benefits for some local farmers who are able to participate in the schemes, while other smallholders see their land access and livelihoods degraded.
