This Act amends the Local Government Act in provisions concerning land matters consequential upon the enactment of the Land Acquisition (Amendment) Act 2016 and the Land Act 2016. Also the word "Local Authority" is replaced by the word " Local Government Authority" wherever it occurs in the principal Act and provisions regarding the delegation of functions to committee by an Authority, the disposal of land, the designation of an area as a rateable area, the valuation of property, and charges on property. According to the United Nations Guiding Principles on Internal Displacement (1996), “Internally displaced persons (IDPs) are persons or a group of persons who have been forced or obliged to flee or to leave their homes of habitual residence, in particular as a result of or in order to avoid effects of armed conflict, situation of generalised violence, violations of human rights or natural or human-made disasters, and who have not crossed an internationally recognised State border”. There are more IDPs in the world than refugees.
