Les dynamiques migratoires dans les zones agricoles, liées à la conjugaison de facteurs structurels et conjoncturels, prennent de l’ampleur et posent de nouveaux défis dans la gestion des conflits fonciers. Les mécanismes traditionnels et modernes de gestion foncière doivent régulièrement se renouveler et s’adapter, afin de résoudre efficacement et durablement les différends fonciers causés par les déplacements de populations.
Le Code minier du Mali dispose que les ressources souterraines appartiennent à l’État, même s’il s’agit de terres agricoles. Cette disposition consacre le droit souverain de l’État sur les ressources du sous-sol, qui en organise l’accès et l’exploitation. Les autorités doivent largement partager le contenu de cette disposition avec les communautés locales lors du processus d’attribution de titres miniers. L’État doit également faire respecter le mécanisme de surveillance et de contrôle du cahier des charges à cet effet.
This report is a contribution of the knowledge management component of the LAND-at-scale programme (LAS) which is funded by the Netherlands Ministry of Foreign Affairs, and implemented by the Netherlands Enterprise Agency (Rijksdienst voor Ondernemend Nederland - RVO). Cette étude, menée à l’est de la ville de Lomé (capitale et plus grande ville du Togo), met en évidence la dynamique spatiale des cultures maraîchères en réponse à la pression foncière. Des images satellitaires TerraMetrics des archives Google Earth des années 2002, 2008 et 2014 ont été retenues pour l’analyse de l’évolution des périmètres maraîchers. Une enquête de terrain fondée sur des questionnaires semi-structurés a été menée pour identifier les stratégies des maraîchers. Les coordonnées géographiques des points d’observation ont été relevées à l’aide d’un capteur GPS.
Avoiding, reducing and reversing land degradation is essential for the food security of current and future generations, for the conservation of biodiversity and the achievement of climate targets. In the current context of increased competition over land resources, rising food insecurity, and inequalities, combating land degradation is also necessary to prevent and mitigate conflict and mass displacement, which risk to destabilise countries and entire regions.
This paper seeks to answer the question: how does land become grabbable and local people relocatable? It focuses on the historical and current conditions of land tenure that enable land grabbing. While recognising the important contributions thus far made by the critical literature on land grabbing, this paper moves forward towards understanding specific processes that befall before land is grabbed and its original users relocated.
