    While land reforms have long been motivated as a potential policy lever of rural growth and development, there is remarkably little evidence of the direct impacts of such reforms. In an effort to fill this lacunae, this paper examines South Africa's Land Redistribution for Agricultural Development (LRAD) program. We show that the implementation of this program operates as a natural experiment in which self-selected and administratively-filltered LRAD applicants receive land transfers at random points in time.

It was hosted by the South African Cities Network (SACN) in collaboration with the Departments of Human Settlements (DHS) and Cooperative Governance (DCOG), the National Treasury, the South African Local Government Association (SALGA), South African Council for Planners (SACPLAN), and the Ethekwini Municipality.

It was convened by the South African Cities Network (SACN) in partnership with the national departments of cooperative governance (COGTA), human settlements (DHS) and finance (National Treasury); the South Africa Local Government Association (SALGA), SA Council for Planners (SACPLAN), ICLEI – Local Governments for Sustainability, and the Gauteng Provincial Government.

    This compendium and analysis of Cities in the BRICS countries were developed through a partnership between the South African Cities Network (SACN) and the South African Research Chair in Spatial Analysis and City Planning (SA&CP) at the University of the Witwatersrand. Since South Africa joined BRICS in 2010, multiple connections have been forged between South Africa and its alliance partners. However, although there is a growing volume of engagements, there is still inadequate knowledge and understanding across the BRICS.

    Despite programmes for rural land reform and redistribution around the world, inequitable land distribution and rural poverty remain profound in much of the rural South. Suggests a new approach to land reform and rural development. ‘Rural territorial development’ is based on and encourages shared territorial identity (distinctive productive, historical, cultural and environmental features) amongst different stakeholders and social groupings. Builds on the fact that rural people’s livelihood strategies are complex and often mostly non-agricultural in nature.

    Census surveys of land transactions show that 203,300 hectares of KwaZulu-Natal’s commercial farmland transferred to previously disadvantaged South Africans over the period 1997-2003. This represents 3.8 per cent of the farmland originally available for redistribution in 1994. The annual rate of land redistribution in the province fell from a peak of 1.06 per cent in 2002 to 0.41 per cent
