Development practice over recent years in much of Africa prioritized formalization of land policies deemed to enhance better handling and use of land as an asset for social development. Following this trend, land reform policy in Ghana was based on a pluralistic legal system in which both the customary land tenure system and the statutory system of land ownership and control co-exist by law. Geospatial datasets and analysis techniques based on geographic information systems (GIS) have become indispensable tools in the planning, implementation and evaluation of a wide range of development programmes, including actions addressing sustainable agriculture and rural development. The growing volume of spatially explicit environmental information, combined with the widening utilization of GIS, allows ecological and socioeconomic factors to be integrated more fully into the decision-making process, thus laying the foundation for a holistic approach to development.

The critical role of forests in climate change mitigation and adaptation is now widely recognized. Forests contribute significantly to climate change mitigation through their carbon sink and carbon storage functions. They play an essential role in reducing vulnerabilities and enhancing adaptation of people and ecosystems to climate change and climate variability, the negative impacts of which are becoming increasingly evident in many parts of the world.
