    Ukraine is one of the most dynamically changing agricultural countries in the world. The main factor behind the drastic changes in agricultural production is of course the Land Reform that started in 1991. Transfer of land ownership and restructuring of traditional farms created opportunities for the appearance of new farming units. Based on the survey data in Zhytomyr oblast, this paper investigates how private farms changed their farming sizes in the process of the Land Reform. This paper also discusses factors for the change and characteristics of expanding private farms.

    The main factors that influence the rational land use, conservation and protection of land resources are global ecological and food security, world's population growth, climate change, land acquisition by large world agricultural corporations etc. In this process a priority of attention is protection of the important agricultural lands (in Ukraine, these lands are called especially valuable lands - EVL). Besides, lands with highly productive soils, areas with undisturbed ecosystems, territories with objects of cultural heritage, natural therapeutic resources are a part of EVL.

    One of the primary measures of the land reform is to create the national land registry and related land information database, which can be formed only through a complete inventory of land. This article analyses land inventory data in the current stage of land cadastre functioning and development of land relations, as well as discusses justification of organizational and legislative preconditions for land inventory in Ukraine.

    The search of effective methods of agricultural land protection from soil erosion under conditions of land relations’ reform in Ukraine is a complex ecological and economic issue requiring a system approach to its solution, adequate organizational and economic support and scientific argumentation. The topicality of the research is based on the importance of the problem of arable land protection from soil erosion, and its solution is related to ecologically safe land utilization keeping to the principles of balanced development of land management.

    The article describes aspects of maximum application of economic potential of land resources as an economic category for territorial organization of production. The author has analysed indicators of estimation of efficiency of economic potential of land resources on the territory of the region, where volume of gross output of agricultural production is considered a principal one.

    The article presents the main results of investigation of the land market and its problems in Ukraine. Three stages of agricultural land market are singled out and described. The necessity of a moratorium on the sale of agricultural land is present in Ukraine. Basic arguments are considered in relation to organization of land market on the basis of lease. The authors emphasize the necessity of introducing the market mechanism in agricultural production and the ecological aspects of the land market development.

    This Law defines the legal, organizational, economic and social principles of conducting smallholding activity. Smallholding (individual peasant farm) shall be a business activity that is carried out without the creation of a legal entity by an individual or by family members or relatives that live together in order to meet their personal needs through the production, processing and consumption of agricultural products, vending of its surpluses and the provision of services using the property of a private peasant farm, also in the field of rural green tourism.

    Article 1 shall be amended to add the following wording: “Farming shall be considered entrepreneurial activity performed by natural persons in the sphere of production of agricultural commodities, processing and trade thereof, with a view of generating income, on plots of land transferred thereto in ownership, tenancy and lease for farming and production of agricultural commodities, individual peasant farming, in accordance with the provisions of acting legislation”.
