   The Regulation establishes the modalities of carrying out environmental, agricultural, ecological, economic and erosion-preventive zoning of land. Zoning of land shall be carried out with the consideration of the environmental conditions, agrobiological particulars of agricultural crops, the directions of the agricultural development and ecological safety requirements by study of land and soil, analysis, systematization and generalization of data concerning the state and the particulars of land tenure in separate areas or administrative units.

   Underflooding is a natural phenomenon that reduces soil fertility. The purpose of the State Program is to carry out the efficient state policy aimed at the prevention and combating underflooding of soil, elaboration of the system of arrangements aimed at the reduction of hydroecological load on land and maximum renewal of the natural state of water reservoirs.

All land survey documentation regarding also land valuation, data of the state land cadastre, elaborated at the national, regional and local levels by the subjects of entrepreneurial activity shall be subject to the state expertise.

   The present Regulation establishes the mechanism of the elaboration of the land use planning projects as regards allotment of the plots of land. The land use planning projects shall not be elaborated in the following cases: 1) demarcated plot of land was allotted on lease or was transferred into ownership free-of-charge without changing end use; 2) a plot of land is in ownership as a result of purchase and sale contract, gift, exchange, and in conformity with other civil legislative provisions, inheritance without changing end use; 3) a plot of land was purchased through land auction.

   This Instruction elucidates the modalities of registration by the bodies of the State Committee on Land Resources of the materials on administrative offences in case of the exposure of the violations of land legislation, appeal against the decisions, control over record keeping of administrative offences. The provisions of the Instruction shall be compulsory for the state inspectors for land tenure and protection of land authorized to draw reports and apply penalties for administrative offences.
