    Historical cities due to its magnificent building in its context have a tremendous influence on the formation of city identity which is created through the interaction of natural social and built elements Unfortunately modernization after the industrial revolution couldnt adapt itself to the vernacular area owing to the fact that cities began to lose their identity and sense of belonging to the environment The new technology of construction lets the cities to expand itself outside but in this transformation some factors which have an influence on the identity of the city have been forgotten

    The protection of fertile soils is a precondition for sustainable development. In the final document of the conference of the United Nations on sustainable development in June 2012 in Rio de Janeiro (Rio+20 Conference), the international community thus agreed to strive for a “land degradation neutral world”. The legal study by Ecologic Institute, Berlin, firstly scrutinizes some national legislation (Germany/EU, USA and Brazil) in order to identify legal instruments which are suitable for the implementation of the goal of a “land degradation neutral world”.

    The present study, by the Chief of the Agrarian and Water Law Section of the FAO Legislation Branch, is intended to explore in greater depth the value of legislation to the land use planning process. It is, on the one hand, an exploration of the ways in which legislation serves to provide the structural underpinnings for and connections between the technical disciplines which have long been associated with the land use planning effort.

    This report aims to provide a conceptual framework to address food security under conditions of water scarcity in agriculture. It has been prepared by a team of FAO staff and consultants in the framework of the project `Coping with water scarcity: the role of agriculture?, and has been discussed at an Expert Consultation meeting organized in FAO, Rome in December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materia ls presented to the meeting.
