Water - Source of food security. World Food Day: 16 October 2002.<p></p>Water and food security are intimately connected. Many of the over 800 million people in the world who still go hungry live in water-scarce regions. When FAO launched its Special Programme for Food Security in 1994, it was well aware that limited access to water was often a major constraint to increasing food production.

This publication offers a fresh look at the theory and practice of modern water rights, from a comparative law angle. It sheds light on a number of key features of such rights, and contrasts these to traditional forms and kinds of water rights. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materia ls presented to the meeting.

This thematic issue on land tenure and disaster risk management (DRM) stems from the recent work done at FAO on normative aspects of land tenure governance that address natural disasters through the DRM framework. The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security provide, among other issues, guidance on improving tenure governance and strengthening tenure security of vulnerable people in line with the DRM framework.
