It’s composed of the following sections: I- Composition, functioning, tasks and responsibilities of the Land Governmental Commission (LGC), II- Composition, functioning, tasks and responsibilities of the LGC Technical Secretariat, III - Composition, functioning, tasks and responsibilities of the local LGCs, and IV- Final Provisions.

This Law amends and supplements articles 17 and 18 of Law No. 9948 of 2008 dealing with the already-started land distribution procedures regulated by previous Laws No. 7501 of 1991 and No. 8312 of 1998 and provides local government structures with more time to finalize the documentation. It also adds article 19 according to which the decisions of the municipalities’ and communes’ councils and the documentation of land property completed by them according to law 9948 of 2008 during the period of 31 December 2013 to the date this law enters into force are considered valid. This Regulation establishes the Board for Lending Undivided Agricultural Lands and lays down its composition and rules of procedure. The Board’s activities are subjected to the Civil Code and to Law No. 8312 of 1998 on non-divided lands. Its tasks include the duty to continuously inform about the availability of the undivided agricultural lands; to guarantee the observation of competition rules in the land auctions; and to award the auction contracts.

The object of this Law is the juridical regulation of non-divided agricultural lands and refused agricultural lands by those families who do not agree to accept them into ownership or use.Non-divided agricultural lands are considered areas, registered in the cadastral under the heading of Agricultural Land on 1 August 1991, within the borders of a definite administrative unit (village, commune or municipal which have agricultural lands out of the designated borders) that are not divided by land commissions or are rejected by families or individuals and had not changed the cadastral listing
