The purpose of this Law is to specify the institutional system in the field of geospatial information, incorporating the conditions for the preparation, use, exchange and maintenance of geospatial information (including geodetic and cartographic basic data) in order to create an infrastructure for geospatial information in the Republic of Latvia. The Law shall be applied to all natural persons and legal persons, the functions, tasks and activities of which are related to the circulation of geospatial information and joint use and re-use of such information.

The Act provides the restrictions on the acquisition of immovables used as profit yielding land arising from public interest and the restrictions on the acquisition of immovables arising from national security reasons. For the purposes of the Act, public interest is, in particular, development of the management for specific purposes and sustainable management of immovables used as profit yielding land which contain agricultural and forest land.

These Regulations amend the Commons Registration (England) Regulations 2008: in relation with the transitional period; by specifying the model entries relevant to registrations made under section 19 of the Commons Act 2006; and by permitting a registration authority to allow an applicant longer than the period of 21 days within which to respond to representations made about his or her application.

Land legislation shall be based on the principles set out in article 3. In accordance with the Constitution of the Kyrgyz Republic, land may be the state, communal, private or other forms of ownership (art. 4). Article 4 also defines state lands and communal ownership. Article 5 concerns rights of foreigners to use land. Transactions with rights to a land plot shall be subject to state registration and shall not require notarization, except for the cases provided by law (art. 9). Article 10 defines the Land Fund of the Kyrgyz Republic.
