    The Environment and Planning Act is developed as a sequel to the Crisis and Recovery Act. In the context of the Global Financial Crisis, market players hardly realised buildings. In the rare case that a market player was willing to invest, the legal system should not limit investments, but facilitate initiative. Based on this thinking, the Environment and Planning Act is not aiming to facilitate public authorities to secure development based on public interest, but to facilitate takers of initiative that aim to construct even in time of crisis.

    Het doel van dit onderzoek is voor het Planbureau voor de Leefomgeving het actualiseren van een landelijke grondprijskaart 2001 en een landelijke eigendomskaart 2004. Om te komen tot een landelijke eigendomskaart hebben we diverse bronbestanden verzameld en bewerkt. De gegevens van het Kadaster zijn het meest voor de hand liggende bronbestand, maar deze kwamen door de hoge verstrekkingskosten niet in beeld voor dit project.

    In olden times the diluvial sands of the southern Netherlands around the village nucleus formed widespread heaths, fens and bogs. On them the farmers had rights of grazing, and of digging peat and turf. In Saxon areas in the eastern Netherlands these lands became common property (marches or commons, Du. marken), while in the south, under the influence of French law, the land became municipal property.

    Over the centuries they were reclaimed on a small scale; new settlements and villages grew up.

In the medieval period it consisted of sixteen villages and the small town of Heusden, founded in the first half of the 13th century along the river Meuse, midway between two major cities, Dordrecht and 's-Hertogenbosch.
