    This Regulation sets the conditions governing the procedures and terms for obtaining the lease of specific forest land parcel if public/state owned; and only if not previously assigned/intended for different purpose (if not part of the area covered with strategic environmental or planning documents).This Regulation provides for administrative requirements, economic related provisions, procedural issues and contents for contracts to be stipulated in relation with lease requests.

These provisions regulate the transfer and lease of such agricultural land.

    This Guideline lays down the technical criteria used for the classification of pasture and meadows as well as the procedures to be followed for leasing pasture and meadow areas to individuals or private entities. The classification is used for the preparation of management plans, the update of the pasture cadaster, and the lease contracts with private users. The leasing is done in accordance with the management plans and the rules of protecting pasture ecosystems and the sustainable development of pasture resources.

    The Guideline provides for areas of the public forestry and pasture fund that may be leased according to the public competition/bidding procedures. The forestry authorities assess the forestry and pasture areas at the beginning of the year and submit the proposed list of leases to the municipality together with a detailed report on their potential use. The leases should comply with the law requirements regarding the allowed activities as well as the long- and short-term management plans.

    This Regulation sets the correct manner and necessary conditions (also financial issues, compensation and related fees) aimed at establishing and defining the right (legal and private entities) to build and to use the agricultural land, if owned by the Republic of Croatia (for the purpose of construction of agricultural buildings and establishing the easement of service agricultural on such agricultural land).This text further determines the role and related duties of the Croatian Agency for agricultural land.

    This Law, consisting of 58 articles divided into four Chapters, provides for the regime of use of uncultivated lands and other community productive lands owned and managed by local communities integrated in the cooperative and social sector as means of production. It specifies the requirements to be satisfied for exploiting these lands, and establishes the conditions for land expropriation, use, etc. It lays down duties, competencies and composition of national administration responsible for the management of the above mentioned lands.

    This Regulation prescribes the necessary procedure aimed for the Agency for agricultural land and for local Self-Government units as regards the application of provision brought by the article 51 (paragraph 3) of the Law on agricultural land (published in the Official Gazette of the Republic of Croatia 39/2013 and 48/2015).The above mentioned provisions are related to the land use and land lease permits without public call principle, that expired on 31 May 2015.The Annex is also part of this publication (administrative forms).
