<p>This thesis describes development of and experimentation with a prototype of an appropriate resource information system that improves decision making processes in farm management The system includes a geographic information system with a powerful process model that forms a decision support system for land use planning, monitoring and evaluation at farm enterprise level. The land use planning sub-system uses a new concept and supports planning at tactical and operational levels.

By 1993, 18.2 million men, women, and children across the world had left their homelands to escape persecution and violence. An average of 10,000 refugees a day were forced to flee the year before, as new upheavals forced out new victims. At least another 24 million were displaced within their own countries. Yet despite these staggering numbers and the backlash they have provoked in overburdened countries of asylum, the UN High Commissioner for Refugees believes there is a solution to the international refugee crisis.

The systems of livestock production, marketing and research have been profoundly transformed by recent policies in Central Asia since the break up of the Soviet Union. Decollectivisation of state farms has transferred livestock ownership to new private farming units. These receive little or no state support for inputs, or for processing and selling livestock products. Most livestock-keeping families have much-reduced incomes compared to the Soviet period.
