    Land registration and property rights in Iraq have deep historical foundations reaching back to the Hammurabic period. However, the current land registration system owes more to the 400-year Ottoman occupation of Iraq and the subsequent interval under the British mandate. Under these regimes, land policy was self-serving and designed to maintain and reinforce the existing political power. This was done through the allocation of land to influential individuals who supported the incumbent regime.

    Common forests in developing countries are valuable sources of raw material supplies, employment and income generation, particularly for low income households. This paper looks at the effect on income and employment when common forest resources have external policies that constrain their use. Using a mixed-integer linear programming model, this study examines the impacts of conservation-oriented community forest policies in Nepal on three household income groups.

    While external forces can take many forms, such as the shock of a natural disaster which destroys productive assets, or the long-term ‘trend’ of consistently declining market prices which limits net incomes, the focus of this research is on the policy and institutional environment both within and outside the local community. The following village report examines linkages between micro-level livelihood realities and macro-level policy and institutional contexts. The project is based on a rural case study site of Saninten village in western Java, Indonesia.

    The study explores the relationship between decentralization and conflict, comparing two case studies in Cambodia and the Philippines. It addresses to what degree and in what ways decentralization influences conflicts that are related to natural resources management (NRM), especially where local institutions are often unrepresentative of, and unaccountable to local communities. In developing countries, the research indicates that sufficient time is an essential component for bringing about genuine and effective local governance, as well as being a means for averting conflict.

    The Regional Community Forestry Training Center for Asia and the Pacific hosted the First Regional Community Forestry Forum for the Asia Region in Bangkok, Thailand, August 24 -26, 2005, providing a platform for senior level government delegates to discuss forestry policy frameworks and experiences from the region. Representatives from the governments of seven countries formed the principle group of participants, along with forestry and policy experts from a number of agencies working in the field of forestry in Asia.
