About two-thirds of the developing world’s 3 billion rural people live in about 475 million small farm households, working on land plots smaller than 2 hectares. 1 Many are poor and food insecure and have limited access to markets and services. Their choices are constrained, but they farm their land and produce food for a substantial proportion of the world’s population. Besides farming they have multiple economic activities, often in the informal economy, to contribute towards their small incomes.

As part of its efforts to improve the rural economies of its client countries, the World Bank is supporting programs to strengthen land administration and undertake land reform. Land administration projects can include a variety of activities. Usually, the most expensive and that which is most likely to have direct, tangible benefits is land titling. The provision of titles to landowners is only part of complex process, however. Titles by themselves are unlikely to bring lasting benefits unless there is a functioning registry and cadastre and a system to adjudicate disputes.

El Mecanismo para bosques y fincas (FFF, por sus siglas en inglés) es una asociación entre la Organización de las Naciones Unidas para la Alimentación y la Agricultura (FAO), el Instituto Internacional de Medio Ambiente y Desarrollo (IIED, por sus siglas en inglés), la Unión Internacional para la Conservación de la Naturaleza (UICN), y AgriCord que actualmente recibe financiamiento de Suecia, Finlandia, Alemania, Estados Unidos de América y AgriCord, a través del programa “Agricultores en lucha contra la pobreza”.

This rapid evidence assessment (REA) investigates how public overseas investments supported by developed country governments respect legitimate land tenure rights, especially in countries without a strong system for protecting existing tenure rights. The REA assesses material from the limited number of studies (20) available about donor-supported investment projects involving land. Most are from African countries, but the evidence also includes cases from Afghanistan, Guatemala and Cambodia.
