Here below is a summary of main points and highlights from the study, hoping it will be useful for colleagues that do or do not consider urban dynamics as important and encourage them to integrate some reflections in order to better steer a development program or adapt it. A lot of what is below is relevant to many contexts and some of it is obviously more specific to the Lao PDR. I believe this study is a milestone for adapting programming in the coming four years during this current Mekong Region Strategy 2018‐2021 and paving way for the elaboration of the new strategy.

ncreasing flood risks in Thailand are leading to new challenges for flood management and subsequently for livelihoods, which are still significantly agricultural. Policy makers prefer building flood protection infrastructure over utilizing non-structural measures like urban planning regulations to mitigate risks. We argue that unplanned urbanization intensifies flood risks and livelihood vulnerability and may even create new poverty patterns in peri-urban areas.

During the post-reform period since 1986, land-use systems in Vietnam have been reformed in terms of the regulation of land markets and the built environment. This study analyzes the changing role of urban planning and the policy of state intervention in land markets to manage spatial changes in Vietnamese cities. Theoretical and empirical approaches are used to analyze urban development and planning practices in Hanoi. The study further describes the constraints of planning systems in hybrid land markets that include both formal and informal land development.

The findings were disseminated and discussed in multistakeholder initiatives at regional and country level. The report illustrates how poor rural women and men are affected differently by agricultural investments, and demonstrates that they may not benefit equally from emerging opportunities.

In this paper, we further investigate the inter-relationship between land economic value (LEV) and ALC. To achieve this goal, we calculated the LEV for agricultural and non-agricultural (housing) uses in two areas of East Java, Indonesia. The first area represents peri-urban agriculture, which is facing rapid urbanization and experiencing a high rate of ALC. The second area represents rural agriculture, with zero ALC. Furthermore, we identified factors affecting LEV in both areas for both uses.

It argues that land policies in both countries include ambiguous boundaries, which allow the socialist state to legitimize its politico-administrative power in land management and retain strong intervention capacity in the land market.
