    INTRODUCTION: Myanmar stands at a historic crossroads: one where the optimism of a "critical juncture" that is "more promising than at any time in recent memory" meets apprehension over what could happen if a "host of social crises that have long blighted our country" go unaddressed. After more than sixty years of civil war and ‘social crises’, land grabbing figures are high. New legislation is designed to move land out of the hands of rural working people and into the hands of ‘modern farmers’ and foreign and domestic big business actors.

    After 50 years of military rule, in 2011 the Thein Sein government’s reforms in Myanmar (Burma) entailed a reengagement with the international community, including major international financial organizations, donors, nongovernmental organizations (NGOs), and civil society organizations (CSOs). The government’s social and economic development policies, which were strongly influenced by this engagement, encouraged private domestic and foreign investment in agriculture to create wealth and reduce poverty.

    ABSTRACTED FROM EXECUTIVE SUMMARY: The aim of this report is to improve understanding of how to mainstream gender sensitivity into actions that seek to support communities to address land confiscations. It presents the synthesis of two two-day workshops with a group of 12 men and 12 women affected by land confiscations from Taungoo and Htantabin townships in eastern Bago Region and Thandaunggyi Township in Kayin State. Therefore, it is important to note that the small sample may not necessarily be representative of gendered experiences of land confiscation elsewhere in Myanmar.

    ABSTRACTED FROM SUMMARY: Disputes over land remain one of the central challenges in Myanmar’s evolving reform process. Land confiscations and forced evictions were a major feature of decades of military rule and internal armed conflict. Small farmers bore the brunt as government officials, military commanders, and their cronies seized land for personal and institutional enrichment; authorities promoted development plans without regard for those affected; and the military and ethnic armed groups took advantage of fighting and displacement to grab vast swathes of territory.

It will do so from the perspective that displacement is complicated in its own right, but any proposed solutions to displacement must also be understood in a wider context of rapid land polarization. Failure to take this perspective risks more harm than good. For people affected by displacement, land is much more than just an economic asset.

    WEB INTRODUCTION: The literature on agricultural large-scale land acquisition in Myanmar is rather fragmented and consists mainly of case studies. While these provide key insights into particular stories, they often fail to identify the main patterns and trends at country level. To fill such gaps, this thematic study aims to present an updated synthesis of the genealogy, institutional complexity and the ins and outs of large-scale land acquisition processes for agricultural development in Myanmar.

    ABSTRACTED FROM EXECUTIVE SUMMARY: The research on customary communal tenure in Chin and Shan States was carried out through two short site visits during 2013-14 by one international and three national researchers in the two states. The Land Core Group with LIFT funding was the sponsor of the study with support from its partners GRET in Chin State and CARE in Shan State. The study concentrated on two pilot villages in Northern Chin State, Haka township and two pilot villages in Northern Shan State, Lashio township. These villages agreed to take part in the study.

While there has recently been insightful analysis concerning land access, livelihoods, and global land insecurity, we know much less regarding specific mechanisms that keep rural agricultural smallholders and the landless or land poor struggling and it is these issues that we address within this report

    ABSTRACTED FROM EXECUTIVE SUMMARY: Land rights systems in Southeast Asia are in constant flux; they respond to various socioeconomic and political pressures and to changes in statutory and customary law. Over the last decade, Southeast Asia has become one of the hotspots of the global land grab phenomenon, accounting for about 30 percent of transnational land grabs globally. Land grabs by domestic urban elites, the military or government actors are also common in many Southeast Asian countries.

    The purpose of the report is to provide documentary evidence of land disputes recorded throughout 2015. This evidence was gathered from articles on land disputes from local printed media, meetings with Land and Housing Right Network (LAHRiN) members, and through on-site data collection. This report aims to raise awareness and understanding of the current situation regarding land disputes, and act as a resource for other stakeholders working on land issues including government officials, donors, LAHRiN members, Cambodian and international civil society and academic researchers.
