    Critical challenges for governance in Cambodia

    Common-pool resource management is a critical element in the interlocked challenges of food security, nutrition, poverty reduction, and environmental sustainability. This paper examines strategic policy choices and governance challenges facing Cambodia‘s forests and fisheries, the most economically important subsectors of agriculture that rely on common-pool resources. It then outlines policy priorities for institutional development to achieve improvements in implementing these goals.

    Lessons from Cambodia's Tonle Sap Lake

    This paper reports on outcomes and lessons learned from a 15-month initiative aimed at strengthening collective action to address natural resource conflict in Cambodia’s Tonle Sap Lake. Employing the Appreciation-Influence-Control (AIC) model of participatory stakeholder engagement, the initiative aimed in particular to build collective understanding of the sources of vulnerability in fisheries livelihoods and to catalyze efforts to support resilience in this valuable and productive socialecological system.

    In the wake of the food crises of the early 1970s and the resulting World Food Conference of 1974, a group of innovators realized that food security depends not only on crop production, but also on the policies that affect food systems from farm to table. In 1975, the International Food Policy Research Institute (IFPRI) was founded—nine years after the Asian Development Bank (ADB). For the past 38 years, IFPRI has worked to provide solid research and evidence-based policy options to partners in recipient and donor countries and at multilateral agencies.

    In the last 30 years, palm oil production has known a ninefold increase, with almost all production growth concentrated in Malaysia and Indonesia. Several public reports have associated the palm oil boom with extensive deforestation, often pointing to the increase in biofuel demand in developed nations as a main driver of this phenomenon. Other demand drivers, especially as related to the food sector, have not been studied as much.

    Sustaining the environmental, social, and economic development in Manupali watershed in southern Philippines is highly dependent on equitable allocation of water use rights and judicious utilization of water as a scarce resource. There are many stakeholders and water users: smallholder farmers, indigenous people, multi-national companies, the local government, the National Irrigation Administration, and the National Power Corporation (Pulangui IV). As demand for water outstrips supply, conflict arises between different user groups over who can use water and how much each one can use.
