Although actor agency in the context of China’s growing global presence is now the centre of considerable academic attention, China–Central Asia encounters, particularly with regard to local dynamics, remain relatively unexplored. It is a delicate field involving large Chinese loans and investments, debt, the Uyghur question, and complicated elite networks. Tajikistan offers a good example of these dynamics. Desertification, land degradation and drought affect more than 2 billion people and the situation might worsen due to the unsustainable use of soil and water under present scenarios of climate change. The UNCCD 10-year strategy points out the importance of science, knowledge sharing systems and awareness raising to support policymakers in reversing this trend. Sustainable land management practices, including sustainable agriculture, provide important local, regional and global benefits.

China’s influence in neighboring Central Asian states is growing at a fast pace. Since the launch of the One Belt, One Road (OBOR) initiative to accelerate China’s engagement in Central Asia and beyond, nearly all Chinese activity in this region has been gathered under OBOR. OBOR now seems to cover a plethora of spatially and temporally expanding state and privately driven projects. In this paper, I discuss large- and small-scale Chinese farm enterprises in Tajikistan, in which discussions around China’s “global land investments” and OBOR intersect.
