This Governmental Decree establishes the procedures for and the modalities of calculation of the amount of reimbursement of loss of agricultural commodities in the course of transfer of agricultural land to other categories of land and use of the aforesaid reimbursement for land conversion, drainage of cultivated land, soil improvement and survey work with a view of soil fertility improvement. This Order establishes the modalities of protection, removal or reconstruction of land survey stations. Registration and protection of land survey stations shall pertain to the competence of the authorized state institution. Land plot on which is located land survey station and strip of land 1 meter wide around it shall be considered protection area of land survey station. Owners of land areas where land survey stations are located must timely inform the competent authority of any damages to or unauthorized removal of land survey stations.

Chapter 3 determines licensing for export and import of commodities (produce service). Chapter 4establishes the modalities of issuing licences. Chapter 5 establishes liability for the infringement of the legislation currently in force on licensing.

Point 26 of the paragraph 1 of the Article 9 is supplemented with the expression "land survey/mapping practices". Point 45 of the paragraph 1 of the Article 9 acquires a new wording. It reads as follows "formal acceptance, storage and processing of cereals and the by-products of their processing at grain-elevators". Paragraph 1 of the Article 12 is supplemented with the following sentence: "Export and import of some commodities (produce and service) are subject to obligatory licensing".

This Ministerial Decree sets forth the modalities for the accurate determination and mapping of coastlines. The crossline between the surface of surface waterbodies (seas, lakes, rivers, ponds and water reservoirs) and the surface of dry land over a specified period of time shall delineate the coastline. Coastline of seas, lakes, rivers and water reservoirs can be permanent and steady; and impermanent and unsteady (average multiyear level). The coastline of the Caspian Sea shall be determined according to its average multiyear level.
