    According to the Constitution adopted on 12 November 1995, Azerbaijan is a democratic, secular, unitary republic based on the rule of law. The country is governed by the president, who is directly elected for a seven-year term by popular vote. Azerbaijan’s vast oil reserves attract foreign investment into the country’s economy. Several major oil contracts have been signed since 1994.

    Introduction of geoinformation technologies for building up a modern land management system in Georgia goes back to mid-1990s. This has been stimulated by start of land reform resulting in privatization of over 3 million agricultural land plots in whole in the entire country. These new properties were to be properly surveyed, registered and recorded in a newly established cadastral system with the aim of launching free market transactions.

Georgia is a small country of 69,700 square kilometres; it is located in the middle of the northern hemisphere, on the edge of moderate and subtropical climatic belts. In terms of its physicalgeographical situation, Georgia is favourably located.

    This paper was prepared within the “Cooperatives and their alternatives” component of the Agrarian Structures Initiative (ASI) which a regional program of FAO in Europe and Central Asia. This paper outlines some of the main issues influencing the development (or not) of farmer and rural organisations and presents in further detail the specific situation in Armenia, Georgia and Moldova. All three countries returned ownership of the majority of land to the rural population.

The International Centre for Conflict Negotiation (ICCN) a partner of Alliances KK was responsible for facilitating the concept and production of the report.

    The governing Georgian Dream party (GD) continues to control all branches of the state. Although the UNM-led opposition put pressure on the GD government, it won a third term in allegedly fraudulent parliamentary elections on October 31, 2020. The opposition refused to take up their seats in the new parliament, which led to a political deadlock. The crisis peaked when Prime Minister Giorgi Gakharia resigned in February 2021 over his personal refusal to arrest UNM opposition leader Nikanor Melia.

The old Silk Road was the main artery crossing the country and connecting Europe and Asia. Georgia borders the Black Sea. To the east, via Azerbaijan, the country has historically been linked to the Caspian Sea and then to Central and Eastern Asia.
