ICARDA has long-standing outreach programs in North Africa, the Nile Valley, and the Red Sea region (Fig 2). In its current strategic plan, the Center will extend its work to the drylands of Sub-Saharan Africa.

This will ensure more sustainable ecosystems and improved rural livelihoods. Emphasis is given to building on local knowledge by using existing data, social capital, research linkages, partnerships and proven methodologies and technologies in the region thereby ensuring the sustainability of the impacts achieved. The Initiative also draws from a wide pool of multi-disciplinary expertise from within and outside the region and targets the three major agro-ecosystems in the region – rainfed, irrigated and rangeland.

Widespread heat waves, floods, and droughts last year were a strong reminder of the threats posed by climate change. In the non-tropical dry areas where ICARDA works we are becoming accustomed to record high temperatures and increasing water scarcity year on year. Resilience and climate change adaptation are at the heart of ICARDA’s new Strategic Plan 2017-2026 – a bold and ambitious effort to harness cutting-edge science and deliver the tools and technologies that smallholder farmers need to maintain agricultural production and protect their livelihoods.

ICARDA continued to play a critical role in the development, improvement, and dissemination of climate-resilient crop varieties last year. The varieties strengthened food and nutritional security and provided a critical defense against extreme temperatures, water scarcity, and the emergence of new pests and diseases.

Fragility has become the reality in several countries of the Middle East and North Africa. Armed conflict and forced displacement are taking an enormous toll on human lives, with the region accounting for about 60 percent of the estimated global total of battle-related casualties since the turn of the millennium. Conflicts and fragility have also had negative economic impacts, with countries directly affected by conflict such as Syria and Yemen losing as much as half of their pre-war GDP.

The NENA region already exposed to chronic shortage of water will face in the coming decades a severe intensification of water scarcity due to several drivers, including demographic growth and its related food demands, urbanization, energy demand and overall socio-economic development. Furthermore, NENA is experiencing more frequent, intense extreme events (in particular droughts) as a consequence of climate change.

This report aims to provide a conceptual framework to address food security under conditions of water scarcity in agriculture. It has been prepared by a team of FAO staff and consultants in the framework of the project `Coping with water scarcity: the role of agriculture?, and has been discussed at an Expert Consultation meeting organized in FAO, Rome in December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materia ls presented to the meeting.
