    Access to safe water and sanitation and sound management of freshwater ecosystems are at the core of sustainable development. This is the aim of Sustainable Development Goal 6 (SDG 6), which includes approaches to water management such as environmental flow requirements, international cooperation, capacity building and stakeholder participation.

    This publication offers a fresh look at the theory and practice of modern water rights, from a comparative law angle. It sheds light on a number of key features of such rights, and contrasts these to traditional forms and kinds of water rights. It teases out and discusses the relevant problematique, including in particular that elicited the sale and leasing of water rights.     In 1978 the Food and Agriculture Organization of the United Nations (FAO) published a Systematic Index of International Water Resources Treaties, Declarations, Acts and Cases by Basin (Legislative Study No. 15). The Index covered some 2000 international legal instruments the earliest dating from the year 805 and the most recent 1977.

    IN response to an on-line survey, 76 project leaders and staff gave CPWF Phase 1 a

    generally favorable review. Respondents came from 68 CPWF projects in 45 countries on

    three continents. The survey sought to help learn what went well in Phase 1, what did not

    go so well and can be improved in Phase 2.

    Nearly three-quarters of respondents felt that they had achieved different research results,

    outcomes and impacts as a result of participation in the CPWF than otherwise possible from
