    The main objectives of the cooperative societies of the 1960’s were the promotion, in accordance with cooperative principles and the requirements of social justice, of better living, better business and better methods of production by reducing the cost of credit, etc. Most of the societies then were farmers' cooperatives whose membership were composed of land owners, provincial and district Governors businessmen, etc. The leadership was also controlled by the same people.

    The Second United Nations Regional Cartographic Conference for Africa held at Tunis in September 1966, the Niger in association with Madagascar; presented a resolution recommending that the ECA organize a seminar on cadastre. It was hoped that such a seminar would enable the Niger to become acquainted with and compare the latest methods used by certain African countries and possibly to benefit from their experience in establishing a cadastre in the Niger.

    Of the nation's 122.2 million hectares of total area, 84.1 million hectares of land and 12.1 million hectares of water and water courses comprise the potentially productive cultivable land and water resources of the nation. At present, only 10.4 per cent of the total land area i.e. 12.9 million hectares is put under cultivation of which 9 to 91/2 million hectares have actually "been planted and harvested. Agriculture, the dominant sector of the country's economy is not only a goldmine in terms of potential but also a real source of wealth.

    known as Agricultural Development-Led Industrialization (ADLI). The

    Government is convinced that agriculture is the engine that can propel the

    socio-economic development of Ethiopia by providing the basis for

    industrialization and necessary surplus for the expansion of other sectors of

    the economy. The ADLI strategy gives priority to the development of

    agriculture as a primary stimulus for the sustainable growth of agro-industry
