The ways in which people obtain land in Uganda are changing fast. Land that used to be secured through inheritance, gifts or proof of long-term occupancy is now more commonly changing hands in the market. Those with wealth and powerful connections are frequently able to override local rules and gain access to land at the expense of poorer individuals. Government-backed agribusiness investors receive large areas of land with benefits for some local farmers who are able to participate in the schemes, while other smallholders see their land access and livelihoods degraded.

Since Karamoja is richly endowed with gold, marble, iron ore, tungsten, limestone, oil and gas, it has attracted many investors, in particular since the protracted armed conflicts in northern Uganda started fading away. Approximately 1 7,000 km2 or 62% of the total land area of Karamoja has been licensed for mineral exploration and exploitation (Kabiswa, 2014).

The nature and significance of China's engagements with African agriculture continues to be hotly debated in the media, academia and policy circles around the world. Although China has been engaged in Uganda’s agriculture for more than 40 years, the recent jostle for agricultural land by private Chinese investors is dystifying and justifies the need to conduct a scientific study to provide clear evidence before the issue gets bundled into the messy anecdotal media inquiry.

In April 2006, six international donor agencies established a program to help Mozambique’s government register community land rights and improve tenure security for rural residents. Under Mozambique’s constitution, the state owned all land. A 1997 law, adopted after a 15-year civil war, sought to recognize rural communities’ customary tenure rights while encouraging commercial investment through the issuance of 50-year leaseholds.

Land acquisition for development projects by government, private investors and land speculators is a critical source of tensions and conflicts in many parts of Uganda. Following the discovery of commercially viable oil reserves in 2006, Uganda turned attention to extractives and oil development as a matter of national priority. Evidence of this assertion can be found in the recent 2016-17 national budget allocations, where the portion for oil development is substantial.

All over Sub-Saharan Africa, agriculture productivity growth has remained very low over many decades irrespective of gender of the farmer. However, studies have shown that women farmers fare worse than the male counterparts in terms of adoption of improved technology and productivity.

The question of environmental migration is inevitably linked to the question of land for several reasons. Kenya is going through a period of intense transition. The country's main development policy, Vision 2030, is just entering the second Medium Term Plan of Implementation from 2013. The development priorities focus extensively on large scale investments, for industrial, irrigated agriculture, utilization of newly discovered natural resources, and infrastructure development. Land is therefore a central commodity for realization of the sought after socioeconomic transformation.
