This case study draws on research that investigated the financial sustainability of cities in the Southern African region. The research was undertaken by the South African Cities Network (SACN). The project was jointly sponsored by the Public Private Infrastructure Advisory Facility and the World Bank. The contribution by SACN of the material for this document is gratefully acknowledged. The learning material presents an outline of the many challenges of financial sustainability and effective service delivery facing Southern African cities.

The case study is based on a research study managed by Caroline Wanjiku Kihato and Lauren Royston, and undertaken by José Alberto Raimundo (Universidade Pedagógica, Maputo) and Inês Macamo Raimundo (Universidade Eduardo Modlane, Maputo). The work received technical and financial support from Urban LandMark.

By introducing key classical economic concepts, the handbook provides foundational economic terms that are often referred to in relation to urban land markets. In doing this, we do not imply that African land markets should or ought to 'fit' into neo-classical economic theories, nor do we propose that 'perfect' markets exist.
