    China, a country developing at unprecedented levels, has experienced drastic changes throughout its recent economic history. Of primary interest is the continuing development and improvement of the rural agricultural sector, with even the slightest changes in this sector having dramatic ripple effects on rural economies. Estimates of rural households involved in agricultural production range from 65 to 70 percent (de Brauw & Rozelle, 2008; Rozelle, Taylor, & de Brauw, 1999).

    It has often been stated that land fragmentation and farm structures characterized by small agricultural holdings and farms divided in a large number of parcels have been the side-effect of land reform in Central and Eastern Europe. This article reports the findings of a study of land reform in 25 countries in the region from 1989 and onwards and provides an overview of applied land reform approaches. With a basis in theory on land fragmentation, the linkage between land reform approaches and land fragmentation is explored.

    This report is an account of experiences of a Ukraine based company, Phytofuels Investments, operating in the framework of the Pellets for Power project. As one of five project partners, Phytofuels’ tasks included the development of sustainable reed production methods. Two aspects of this endeavor are zoomed in on in this report: reed legislation and engagement with authorities issuing permits on the one hand and engagements with local reed owning communities on the other.     Using the database of eight Central and Eastern European transition economies compiled from the World Bank collection of World Development Indicators, the authors examine the relationship between high contract-intensive money as an indicator of contractual and property rights (or a general measure of the quality of governance and institutions) and performance of several macroeconomic indicators (GDP growth, FDI to GDP ratio, employment rate etc.) over the period from 1990 to 2011. The Pearson's correlation coefficients were used to determine the strength of the relationships.

    The countries in Central and Eastern Europe began a remarkable transition from a centrally-planned economy towards a market economy in 1989 when the Berlin Wall fell and the Iron Curtain lifted. Land reforms with the objective to privatize state-owned agricultural land, managed by large-scale collective and state farms, were high on the political agenda in most countries of the region at the beginning of the transition. More than 20 years later the stage of implementation of land reform varies.

    This paper was prepared within the “Cooperatives and their alternatives” component of the Agrarian Structures Initiative (ASI) which a regional program of FAO in Europe and Central Asia. The purpose of this paper is to introduce Central Asian policy makers to the Western paradigm of service cooperative and to explore the constraints – both physical and ideological – to faster development and acceptance of cooperatives. We also discuss the need for a complete reorientation of the government’s approach to cooperative development.
