This guide is about making the recording or registration of tenure rights more relevant to people who hold those tenure rights, and particularly to people who are currently poorly served by systems to record or register tenure rights. It provides practical advice on ways to improve the recording of tenure rights, including by addressing barriers that prevent people from using recording systems.

In many countries, pastoralism has historically been practiced in areas that are now partitioned by international boundaries. This is a major barrier to sustainable resource management and to pastoral development. However, there are examples from around the world of efforts to facilitate transboundary movements and transboundary ecosystem management by pastoralists. This report examines how pastoral mobility has been impacted by the creation of unnatural boundaries within their landscapes and how societies cope with these constraints through legal or informal arrangements.

This paper reviews the experiences of introducing land consolidation and land banking instruments in Central and Eastern Europe, largely to address the structural problems of small and fragmented farms. The introduction has been uneven with some countries having established operational programmes while others have taken steps with differing levels of success, and a few have not taken action. The former socialist countries of Eastern Europe (that is, Europe east of Germany and west of the Urals, but including all of Russia) began a transition to a market economy in the late 1980’s and early 1990’s. This guide on Rural property tax systems in Central and Eastern Europe has been prepared to support governments in the design and implementation of systems to raise revenues at local levels. An increasing number of countries are introducing policies to decentralize the provision of rural services but very often local levels of government have insufficient funds to carry out these newly decentralized responsibilities. Raising revenues through property taxes on rural land represents one way to improve the capacity of local levels to deliver services.

EU membership has profound implications for all parts of a country’s economy, as well as for its relationships with the other countries in Europe and its internal political structures. Members of the EU must be democracies governed by the rule of law and which guarantee human rights. They must have functioning market economies able to withstand the competitive pressures that EU membership brings, and governmental structures capable of discharging the wide range of obligations imposed on EU Member States.
