    Other papers concerning agricultural economics frequently emphasise a problem of low resource productivity. However, the measuring methods are controversial, because they do not consider a progressive depreciation of fixed assets in agriculture and the new utilities of land on the conditions of sustainable development. These preconditions entitle to formulate a hypothesis that a productivity of capital in agriculture in Poland is increasing because of intrinsic values of agricultural areas. This implies a need of rethinking the neoclassical land rent theories.

    Consolidation and post-consolidation development-related investments are an opportunity to improve living and working conditions of rural residents. Land consolidation is practically the only comprehensive tool to improve the shape of the transport network in the areas covered by this process. Moreover, improving the quality of the transport network is in fact one of the main objectives of land consolidation works.

    This paper analyzes the political and institutional factors which are behind the dramatic changes in distortions to agricultural incentives in the transition countries in East Asia, Central Asia, and the rest of the former Soviet Union, and in Central and Eastern Europe. The paper explains why these changes have occurred and why there are large differences among transition countries in the extent and the nature of the remaining distortions.

    Amid heightened global uncertainties, Russia is experiencing a bumpy recovery. Domestic demand is rising, but unemployment remains high, and credit and investment remain limited. The budget has benefited from higher oil prices, but fiscal consolidation remains important in the medium term. Crumbling infrastructure, especially in transport, could hamper the economy's competitiveness and longer-term growth prospects. The debt crisis in Western Europe sharpens the downside risks to global recovery and oil prices.

    Russia has seen even higher oil windfall in the past few months, which translates into likely fiscal surpluses this year and next. The government should not miss the opportunity provided by a large oil windfall to substantially improve its long-term fiscal position, further reduce inflation, and, therefore, ensure a strong basis for durable stability and healthy growth in the future. Rising domestic demand and credit activity are increasingly supporting solid growth.

The WATCAP is intended to help to bridge the gap between the climate change predictions for the SRB and the decision makers in current and planned water management investment projects that will be affected by changing climate trends.

    This paper attempts to provide an interdisciplinary concept of the bio-economy in the context of environmental changes in the Polish agriculture. Various definitions of bio-economy have been presented and its place in the sustainable development theory has been described. The aim of this paper is to present the environmental changes in Polish agriculture in the context of the bio-economy.     Since 2004, we have witnessed an increased demand in the acquisition of agricultural property, both by individual farmers and entities not previously associated with agriculture. A significant increase in the transaction prices of agricultural real estate in recent years has been caused by the impact of limited agricultural land supply and external factors related to the functioning of Polish agriculture in the economy of the European Community. The value of agricultural real estate is affected by many factors that are taken into account when determining the value of real estate.
