This paper was prepared within the “Cooperatives and their alternatives” component of the Agrarian Structures Initiative (ASI) which a regional program of FAO in Europe and Central Asia. This paper outlines some of the main issues influencing the development (or not) of farmer and rural organisations and presents in further detail the specific situation in Armenia, Georgia and Moldova. All three countries returned ownership of the majority of land to the rural population.

The changes in the ownership structure were to be implemented by the Agricultural Property Agency of the State Treasury, which, under the Act of Law of 11 April 2003 on the structuring of agrarian system (i.e. The Journal of Laws of 2012, item 803, as amended), on 16 July 2003 became the Agricultural Property Agency with eleven local branch offices.

The main peculiarities of land relations abroad are highlighted in the article. Basic principles of foreign experience of land use regarding market circulation of land, concentration of major land resources by right of ownership as well as the process and ways of reformation of land relations are generalized and systematized. Some peculiarities of lease relations, collection of rents and restrictions on title to land for foreigners are analysed. Some positive aspects are distinguished in order to use them in Ukraine.

Sustainable land use in agriculture involves the management of economic, environmental, and social services. In order to make the widely accepted concept of sustainable multifunctional agriculture operative for the design of agricultural policies, it is necessary to estimate the social demand for non-production outputs. This paper addresses the issue of matching agricultural policy with public preferences and willingness to pay for the possible non-production benefits that agriculture may deliver.

Consolidation and post-consolidation development-related investments are an opportunity to improve living and working conditions of rural residents. Land consolidation is practically the only comprehensive tool to improve the shape of the transport network in the areas covered by this process. Other papers concerning agricultural economics frequently emphasise a problem of low resource productivity. However, the measuring methods are controversial, because they do not consider a progressive depreciation of fixed assets in agriculture and the new utilities of land on the conditions of sustainable development. These preconditions entitle to formulate a hypothesis that a productivity of capital in agriculture in Poland is increasing because of intrinsic values of agricultural areas. This implies a need of rethinking the neoclassical land rent theories.

Since 2004, we have witnessed an increased demand in the acquisition of agricultural property, both by individual farmers and entities not previously associated with agriculture. A significant increase in the transaction prices of agricultural real estate in recent years has been caused by the impact of limited agricultural land supply and external factors related to the functioning of Polish agriculture in the economy of the European Community. The value of agricultural real estate is affected by many factors that are taken into account when determining the value of real estate.
