Land reform has been a strong part of the overall re-structuring of the Lithuanian economy and it has contributed to the gains in living standard that have been achieved since 1994. Like the other former Soviet states, Lithuania suffered strong declines in agricultural and industrial production following independence.

The articles range geographically from the paper addressing land and agrarian reform in Colombia, by Professor Darío Fajardo, to a consideration of the land reforms currently under way in Scotland, by Douglas Macmillan, Ken Thomson and Bill Slee.

We begin by analysing oilseed, oil and meal supply and demand, and concentrate more specifically on sunflower seed. FAO (Food and Agriculture Organization of the United Nations) and other development partners are working together with countries to prepare Voluntary Guidelines that will provide practical guidance to states, civil society, the private sector, donors and development specialists on the responsible governance of tenure. By setting out principles and internationally accepted standards for responsible practices, the Voluntary Guidelines will provide a framework and point of reference that stakeholders can use when developing their own policies and actions.

The former socialist countries of Eastern Europe (that is, Europe east of Germany and west of the Urals, but including all of Russia) began a transition to a market economy in the late 1980’s and early 1990’s. This paper looks at one aspect of that transition: the transition from state ownership to private ownership of agricultural land and the accompanying transition to a land market for agricultural land.

This current volumes introductory article provides an overview of these issues. The issue of compulsory acquisition from a human rights perspective is also addressed here as are the concepts of market value, compensation value and just terms compensation.

The purpose of this study is to analyze the economic effects of land reform policies in Tajikistan on the country’s agricultural sector and rural households. There is a conspicuous lack of evidence-based policy dialogue with the government on the effectiveness of land and agricultural policies in Tajikistan. Though the majority of rural inhabitants live in poverty and many are food insecure, a scientifically proper evaluation of the effects of land and farm policy reforms has yet to be done.
