Belarus has preserved its third position in Registering Property in the World Bank’s Doing Business 2014 report. Forests, trees and woodlands cover almost one-third of the Earth’s land area. They are a crucial source of food and income for more than a billion people around the globe. They provide a variety of wood and non-wood products and vital ecosystem services – preventing erosion from wind and water, preserving water quality, shading crops and livestock, absorbing carbon which contributes to countering climate change, and providing habitat for many species of plants and animals, thus helping to conserve the planet’s biological diversity.

Citizenship is an abstract concept and therefore great care must be taken in explaining what it means in practice and what can effectively be done in the context of development interventions and policy. Development projects which enhance the ability of marginalised groups to access and influence decision-making bodies are implicitly if not explicitly working with concepts of citizenship. Citizenship is about concrete institutions, policy and structures and the ways in which people can shape them using ideas of rights and participation.
