    This study explores how local communities reflect on institutional frameworks and protected area governance in two national parks (NPs) with similar nature values in Estonia and Russia, and aims to understand the role of value systems in these interactions. It is based on 50 in-depth interviews with a broad range of stakeholders, and a desktop analysis of relevant regulation and plans.

    Land reform has been a strong part of the overall re-structuring of the Lithuanian economy and it has contributed to the gains in living standard that have been achieved since 1994. Like the other former Soviet states, Lithuania suffered strong declines in agricultural and industrial production following independence.

    German nobility took an important role in Livonia, Estonia and Courland territorial development. During from the period 1870-1913 Riga was the largest export port in Russia province with 550 thousand inhabitants. Towns and large rural population difference resulted Latvian strongly developed agriculture, industry and urbanization. Strong turbulence time began with the year 1905, followed by years of war, and finally in 20 years of the 20th century the agrarian land reform ended in Estonia, Livonia and Latvia.

Региональное совещание для Восточной Европы состоялось в Бухаресте 22 24 марта 2010 года. Региональное совещание для стран СНГ будет проведено позже в этом году.
