    Citizenship is an abstract concept and therefore great care must be taken in explaining what it means in practice and what can effectively be done in the context of development interventions and policy. Development projects which enhance the ability of marginalised groups to access and influence decision-making bodies are implicitly if not explicitly working with concepts of citizenship. Citizenship is about concrete institutions, policy and structures and the ways in which people can shape them using ideas of rights and participation.

This document presents the BEFS Analytical Framework (AF) developed to test this argument. An increasing number of countries are introducing policies to decentralize the provision of rural services but very often local levels of government have insufficient funds to carry out these newly decentralized responsibilities. Raising revenues through property taxes on rural land represents one way to improve the capacity of local levels to deliver services.

    This paper explores a 15-country household data base to evaluate the impact of three key assets (land, education and infrastructure) on rural poverty. Using both a descriptive analysis and a quadratic probit model, with the probability of being poor as a function of these three assets, the paper concludes that household access to education and infrastructure are positively associated with higher incomes, while the impact of land holdings varies across countries. Also, this paper shows the importance of the complementarities among assets in their poverty alleviating potential.
