    This Resolution assigns to the competent governmental agencies elaboration and approval of legislative acts related to conservation of soil and improvement of soil fertility, indicators of soil quality, data and information collection related to land degradation, reform of the system of environmental monitoring, rates of afforestation for planting of protection forests with a view of soil protection against desertification and elaboration of water basin management system with drought management plans.

    This Governmental Decree classifies areas of state natural parks in three categories: (a) protected; (b) ecologically stabilizing; (c) tourist and recreational; and (d) area of limited economic activity. Any activity causing deterioration and exhaustion of natural resources and objects and also violating different protection regimes shall be prohibited on the territory of state natural parks.

    This Decree establishes the modalities of keeping State forest register, State land-use planning register, State register of waste disposal sites and State cartographic and mapping register. State forest register shall be the system of constantly updated reliable information on forests, legal status thereof, quantitative and qualitative characteristics of forests and economic assessment thereof. State land-use planning register shall be the system of constantly updated reliable information on territory, development and engineering, transport and social infrastructure.

    This Governmental Decree establishes the modalities of forest management in public forest, on protected areas and in forests not pertaining to public forest fund. Forest management shall be performed by forest management organization subordinated to state Forest Service. In the process of forest management practice shall be performed mandatory forest inventory. Transfer of low value land areas in other categories. Forest management shall be completed with mapping of forest land.

    This Decree establishes the modalities of estimate and calculation of rates of permissible impact on protected areas in the process of performance of tourism, recreational and healthcare activities. The scope of determination of rates of permissible impact shall be conservation of ecosystems, biological diversity and landscape diversity of protected areas. The aforesiad rates shall be established by the Ministry of Natural Resources and Environmental Protection at the suggestion of state bodies managing protected areas.

    This Order establishes that granting on lease of the plots of land located within functional areas of national parks for recreational use shall be carried out in accordance with the Federal legislation on land and protected areas. Object of lease can be the following functional areas of national parks: (a) areas of tourism and education; (b) recreational areas; and (c) tourist service areas. Lease contract shall be approved by the Ministry of Natural Resources and Ecology.

    Premier decrees that transfer of forest land into the category of non forest land for the purposes not related to forestry and use of the stock of forest and (or) expropriation of the stock of forest land must be carried out: a) for the forests of the 1st category by the Government of the Russian Federation upon presentation by the regional executive bodies coordinated with the Federal Forest service; b) for the forests of the 2nd and the 3rd categories by regional executive bodies upon presentation by the respective territorial body of the Federal Forest Service.

    Item 3 shall acquire a new wording: “3. Regional executive body carrying out transferred competence in the sphere of forest relations and in case the aforesaid competence was not transferred to the regional authorities – territorial body of the Federal Forest Agency within a month from the date of submittal of the application shall ensure selection of a parcel of state forest fund and coordination with the corresponding executive bodies in specific case or shall return the materials to the applicant with statement of motivation.
