The Omo-Turkana basin stretches from southern Ethiopia into Kenya. Temperatures in the region are rising and droughts occur with higher frequency and intensity. As Ethiopian pastoralists venture further south in search of water and grazing land, conflicts with Kenyan pastoralists and fishermen are intensifying. Given their trans-boundary and protracted nature, these conflicts pose a particular challenge to local peace building and disarmament efforts.

This guide has been developed in response to concerns regarding large-scale land acquisitions and the need to increase investment in agriculture. The guide supports application of the Voluntary Guidelines on the Responsible Governance of Tenure for Land, Fisheries and Forests in the Context of National Food Security at the national level by providing technical guidance on how to safeguard tenure rights in the context of agricultural investments, including in land.

In this publication, the issue of tenure security is addressed and assessed in several countries where government, civil society, the private sector and development cooperation initiatives have been implemented for decades. The selected case studies from fifteen countries in Africa, Asia and Latin America ensure not only a eographic balance but they also represent countries with different socio-economic and land-related histories and that have followed different pathways. The studies’ key findings underline the still precarious state of tenure security in many countries.
