    The Support to Responsible Agricultural Investments project (S2RAI) promotes internationally recognised principles and guidelines such as the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests (VGGT), and Responsible Agricultural Investment (RAI) to ensure food security and secure land tenure rights for communities in the context of large-scale commercial land investment as well as strengthen the institutional frameworks and coordination structures at federal and regional levels in relations to responsible agricultural investment in Ethiopia.

    In this introductory video to the Global Programme Responsible Land Policy answers are given to what it wants to achieve, how it works and why land rights are so important. The Global Programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-funded by the European Union and works in Benin, Burkina Faso, Côte d’Ivoire, Ethiopia, Laos, Madagascar, Peru (completed in 2021), Uganda and Paraguay (completed in 2018).

    This paper provides evidence from one of the poorest countries of the world that the property rights matter for efficiency, investment, and growth. With all land state-owned, the threat of land redistribution never appears far off the agenda. Land rental and leasing have been made legal, but transfer rights remain restricted and the perception of continuing tenure insecurity remains quite strong. Using a unique panel data set, this study investigates whether transfer rights and tenure insecurity affect household investment decisions, focusing on trees and shrubs.

    This paper assesses factors related to local land border conflicts and how low cost land registration and certification has affected land conflicts during and after land registration and certification using data from northern Ethiopia. Border conflicts were more common near district centers, further away from markets, and where property rights had been redistributed more recently.

    This paper examines the role of customary pastoral institutions in managing conflicts. It indicates thatintra‐ethnic conflicts can be managed customarily because of shared norms attributed to the social proximity and cultural homogeneity, whereas managing inter‐ethnic conflicts goes beyond the capacity of elders' council exercising customary law. The introduction of ethnic‐based federalism and historical political relations between different ethnic groups has weakened customary institutions in managing inter‐ethnic conflict.

    The promotion of commercialized and mechanized agriculture is considered as one possible contribution to the further economic development efforts in Ethiopia. In addition to the traditional farming sector, which is predominantly characterized by smallholders and subsistence farming, large-scale agricultural investments are expected to provide input for the processing industry, bring foreign currency as well as technology transfer to the country.
