    A recommendation: Indonesia should repeal its export tax on crude palm oil and discontinue buffer stock operations and directed sales from public estates. It is time for Indonesia to complete the evolution from public interventions in the palm oil market to private sector initiative in response to international price signals.Debate on Indonesia's palm oil policy was stimulated by a sharp increase in cooking oil prices in 1994-95 and a resulting increase in the export tax rate on crude palm oil. Palm oil has been one of the fastest growing subsectors in Indonesia.

    Indonesia's cocoa output, produced mainly by smallholders on the island of Sulawesi, increased a phenomenal 26 percent a year (average, compounded) between 1980 and 1994. The government's hands-off policy was an important factor in this rapid expansion of output.This case study of Sulawesi's cocoa market is a counterpoint to investigations of highly regulated markets --- agricultural and otherwise.

    There have been several major research efforts on the rate and causes of Indonesia's deforestation in recent years and much associated literature, but there is still no consensus in the research community on these issues. This paper reviews the areas of uncertainty and confusion, and proposes questions that must be answered to get a better grasp of the subject. Among the key questions are: (1) How are we to define "forest", "deforestation" and "agency” in the context of Indonesia?

These questions are important for protected areas throughout the world. Andrew P. Vayda and Ahmad Sahur report here on socio-economic and historical research that they conducted in the rapidly industrialising Indonesian province of East Kalimantan to help deal with such questions.

    Previous research identified three important issues of relevance to forest people's roles in sustain- able forest management which we address here: the presence of a Conservation ethics, a feeling of closeness to the forest, and a significant forest-culture link. In this paper we examine a method (the Galileo), recently pre-tested for this purpose in West Kalimantan, which we hope can help us to assess such issues quickly, reliably and in a quantitative manner amenable to use by would-be assessors of various educational and experiential levels.

    Does land tenure insecurity discourage tree planting? cover image

    It is widely believed that land tenure insecurity under a customary tenure system leads to socially inefficient resource allocation. This article demonstrates that land tenure insecurity promotes tree planting, which is inefficient from the private point of view but could be relatively efficient from the viewpoint of the global environment. Regression analysis, based on primary data collected in Sumatra, indicates that tenure insecurity in fact leads to early tree planting.
