This study explores urbanization and flood events in the northern coast of Central Java with river basin as its unit of analysis. Two types of analysis were applied (i.e., spatial data and non-spatial data analysis) at four river basin areas in Central Java—Indonesia. The spatial analysis is focused on the assessment of LULC change in 2009–2018 based on Landsat Imagery. The non-spatial data (i.e., rural-urban classification and flood events) were overlaid with results of spatial data analyses.
Inequality in the agrarian structure in Indonesia remains a serious problem. Various forms of coastal landuse covering study site (46,785.69 hectares) were observed to underwent changes as evidently detected between satellite images sensed in 1994 and 2001 at the Banten Bay. It was important to identify what these changes were. Therefore, appropriate change detection must be selected. The image preprocessing step involved removing errors from raster data. This was done by performing basic processes, such as, radiometric correction, geometric correction and image calibration.
The recent rapid population and economic growth in Southeast Asia has brought about drastic socio-economic changes, such as urbanization and an agricultural shift. Urbanization consists of concentrating a population from a rural to an urban area and expanding urban areas, which pushes farmland outward. The current development diagram generates and accumulates disaster risk as an extensive risk; however, the relationship between developmental progress and the increase in disaster risk must be determined for sustainable development to be achieved.

This study draws on some case studies of land reforms in different South Asian countries. These reforms came on the national and international agenda in a major way in the post- World-War II period and were led by the transition theory, requiring agriculture to provide both surplus and labor for the growth of a modern industrial economy and leading to focus on efficiency in agricultural production (which would release resources -capital and labor- for investment in the modern industrial sector), rather than on distribution.
