This publication contains the papers presented at the Expert Consultation on Issues in Water Law Reform, convened by FAO in Pretoria, Republic of South Africa, 3 to 5 June 1997. The Expert Consultation was the first activity under, and served as a launch for, the FAO-funded and -executed project of technical assistance to the Republic of South Africa, TCP/SAF/6711 "Review of water legislation". It was arranged and timed so as to provide a comparative water law and administration input to the drafting of a National Water Bill, then underway.

This publication offers a fresh look at the theory and practice of modern water rights, from a comparative law angle. It sheds light on a number of key features of such rights, and contrasts these to traditional forms and kinds of water rights. It teases out and discusses the relevant problematique, including in particular that elicited the sale and leasing of water rights. The FAO Technical Workshop on “Best-practices for the implementation and reporting of SDG indicator 14.4.1 – Percentage of biologically sustainable fish stocks” was held in Rome, Italy, from 21 to 24 November 2017. The purpose of the Workshop was to raise awareness of SDG 14.4.1’s significance and global reporting process, provide technical training to national practitioners on the analytical methods to produce Indicator 14.4.1, and look for examples of datasets and indicators from which best practices can be compiled.

A review of international experience in managing energy irrigation nexus.

Besides India, there are a few other countries like Mexico, Spain, Pakistan, Bangladesh and China which also make intensive use of groundwater. This highlight reviews groundwater institutions and policies in these countries, with a special focus on the interlinkages between energy and groundwater. It finds that while there are useful lessons from international experience, none of the other countries offer unmetered electricity to farmers as India does. It is this lack of energy accounting and resistance to metering that is at the heart of the invidious energy-irrigation nexus in India.
