Degradation of forests can have severe negative local impacts and far-reaching consequences, including soil erosion, loss of biodiversity, greenhouse gas emissions, dust storms, diminished livelihood opportunities and reduced yields of forest products and services. Reversing the adverse conditions requires urgent and scaled-up action, through scientific and holistic landscape-level restoration approaches, balancing both socio-economic and environmental goals and the diverse needs of various sectors and stakeholders in the landscape.

Hundreds of millions of people in Asia are dependent on shifting cultivation, yet the practice has tended to be seen in a negative light and discouraged by policy makers. This document challenges prevailing assumptions, arguing that shifting cultivation – if properly practised – is actually a ‘good practice’ system for productively using hill and mountain land, while ensuring conservation of forest, soil, and water resources. Current land management approaches focus on achieving ecological resilience for natural resources and biological diversity, and socioeconomic resilience for the people who depend on the land for their livelihoods and wellbeing. In the Hindu Kush Himalayan region, landscapes extend across national boundaries and their effective management requires cooperation among the countries sharing the transboundary area, particularly in light of the impacts being experienced from a wide range of drivers of change, including climate change.

A discussion of the concerns of the environmental movement in the Asia-Pacific region with reference to biological diversity, forest loss, indigenous and forest-dependant people and climate change. The environmental perspective of different aspects of forestry development in the region is elucidated. This study is intended to contribute to the effective implementation of the Voluntary Guidelines by exploring ways of monitoring the governance of tenure of land, fisheries and forests and providing a civil society perspective on monitoring in the context of the Guidelines. It provides an overview of existing and commonly used monitoring systems and practices in relation with tenure of land, fisheries and forests by civil society organisations and institutions. In order to do so, it will propose a schematic categorization of monitoring in the context of land, fisheries and forests.

Durant l’Année internationale de la montagne en 2002, la FAO et ses partenaires ont lancé une évaluation à grande échelle et un examen mondial de l’état actuel et des tendances futures de l’aménagement intégré et participatif des bassins versants. Les objectifs généraux étaient de promouvoir l’échange et la diffusion d’expériences dans la mise en œuvre de ces projets durant la décennie 1990–2000, et d’aider à identifier une vision pour une nouvelle génération de programmes et projets.
