    Target 1.4 of the UN Sustainable Development Goals (SDGs) seeks to ensure that “all men and women, particularly the poor and vulnerable, have equal rights … to ownership and control over land and other forms of property.”

    This target’s inclusion under SDG Goal 1, on “ending poverty in all its forms,” signifies a new global recognition that secure land tenure should be a central strategy in combating poverty. However, this land agenda has not been prominent in recent SDG reporting processes of governments.

    An increasing body of evidence shows that forest governance and tenure reforms are central to mitigating a number of problems related to forests, and seriously affect forest-dependent people. On this backdrop, this assessment of South Asian forest tenure systems was initiated to provide a greater understanding of the tenure trends and status in the region that can potentially inform the policy process. This is the synthesis report of forest tenure assessments prepared by country consultants in six countries in South Asia: Bangladesh, Bhutan, India, Nepal, China and Pakistan.

    Debate over the potential of NTFPs for achieving ecosystem conservation and poverty alleviation has grown in the past decade. Concern has been raised that NTFP activities may not always provide the poor with the expected benefits, and could in some cases even act as a poverty trap (see discussion in Overview paper). Considering these concerns, the objective of this publication is to share experiences on how innovative approaches have led to successful outcomes such as increased access of poor forest dwellers to resources and markets, increased participation, and benefit sharing.

    With current rates of land degradation reaching ten to twelve million ha per year, there is an urgent need to scale up and out successful, profitable and resource-efficient sustainable land management practices to maintain the health and resilience of the land that humans depend on. As much as 500 million out of two billion ha of degraded land, mainly in developing countries, have restoration potential, offering an immediate target for restoration and rehabilitation initiatives.1 In the past, piecemeal approaches to achieving sustainable land management have had limited impact.

While significant efforts were undertaken by human rights institutions and CSOs to promote UNGP BHR, this book outlines areas of action at country and regional levels to mainstream UNGP BHR.

This publication likewise provides an overview of some of the available conflict response and resolution mechanisms in Bangladesh, Cambodia, India, Indonesia, Nepal, and the Philippines, and outlines recommended actions for addressing land conflicts.
