    Sustainable Development Goal 1, ending poverty in all its forms, everywhere, is the most ambitious goal set by the 2030 Agenda. This Goal includes eradicating extreme poverty in the next 12 years, which will require more focused actions in addition to broad-based interventions. The question is: How can we achieve target 1.1 and overcome the many challenges that lie ahead? By gaining a deeper understanding of poverty, and the characteristics of the extreme rural poor in particular, the right policies can be put in place to reach those most in need.

    This publication offers a fresh look at the theory and practice of modern water rights, from a comparative law angle. It sheds light on a number of key features of such rights, and contrasts these to traditional forms and kinds of water rights.     This report aims to provide a conceptual framework to address food security under conditions of water scarcity in agriculture. It has been prepared by a team of FAO staff and consultants in the framework of the project `Coping with water scarcity: the role of agriculture?, and has been discussed at an Expert Consultation meeting organized in FAO, Rome in December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materia ls presented to the meeting.

    This publication comes out of the Gender, Citizenship and Governance programme of the Royal Tropical Institute (KIT), Netherlands. The project aimed to develop good practice in changing governance institutions to promote gender equality, enhance citizen participation and build accountability of public administration systems. Action research projects were conducted with 16 women's organisations and non-governmental organisations (NGOs) in eight countries in Southern Africa and South Asia (South Africa, Namibia, Zimbabwe, Zambia, Pakistan, India, Sri Lanka, and Bangladesh).

    IN response to an on-line survey, 76 project leaders and staff gave CPWF Phase 1 a

    generally favorable review. Respondents came from 68 CPWF projects in 45 countries on

    three continents. The survey sought to help learn what went well in Phase 1, what did not

    go so well and can be improved in Phase 2.

    Nearly three-quarters of respondents felt that they had achieved different research results,
