    This report brings together four studies that evaluate regulatory initiatives with implications for forest-dependent communities from a rights-based perspective. These are: The Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 – India; Regulatory initiatives and selected outcomes of judicial processes in Malaysia; The Community Forest Act (2007) – Thailand; and The Indigenous People’s Rights Act (1997) – Philippines. Each study covers law making, content and implementation.

    External actor interventions in community forest management (CFM) attempt to support communities with developing forest institutions and/ or improving their livelihoods portfolio. Common pool resource (CPR) scholars argue that forest institutions are required to prevent overharvesting of the forest resource stock (appropriation dilemma), and to encourage investment in its maintenance (provision dilemma). The sustainable livelihoods approach (SLA) has been widely used to analyse the influence of interventions on rural livelihoods portfolios.

    In the highly populated and diverse tropics, conservation in relatively pristine habitats is important but clearly inadequate for sustaining the earth biological diversity. Agro-forestry systems such as shade-coffee plantations that incorporate arboreal vegetation are known to be more resilient for biodiversity conservation than other more drastic land transformations.

A large majority of Brazil's GHG emissions come from deforestation mainly of the Amazon biome for agriculture and livestock land uses. This unique inventory is now out of date.

    The need to increase water productivity is a growing global concern as the World Commission on Water has estimated that demand for water will increase by c. 50% over the next 30 years and approximately half of the world's population will experience conditions of severe water stress by 2025. Three-quarters of African countries are expected to experience unstable water supplies, whereby small decreases in rainfall induce much larger reductions in streamflow.

    The massive increase in demand for woodfuel for cooking caused by sudden influxes of refugees and other displaced people is usually the main driver of forest degradation and deforestation in displacement settings. It places enormous pressure on nearby forests and woodlands and is often a source of tension between the host and displaced communities. A lack of sufficient cooking fuel also has an impact on the nutrition and health of vulnerable people in such settings.
