If development organisations are to help advance women's rights and full citizenship then they must abandon explanations on the basis of ?culture? that ignore gender-based discrimination, and overcome their anxieties about appearing neo-colonial. To do this, effective partnerships between northern-based development institutions and southern-based social movements are necessary since social movements can be a key means of transforming culture.

Do women have effective land rights in practice? Research and policy have only recently begun to engage with the need for women to have independent rights to fields of their own. What needs to be done? Four areas for action are identified with associated strategies: improve women's claims on private land (e. g. through gender equal inheritance laws); improve women's access to public land (e.g. through land reform schemes); improve women's access to land via the market (e.g. through subsidised credit); and improve the viability of women's farming efforts (e.g.

January, 2002India, China, Eastern Asia, Southern Asia, OceaniaThis report argues that land reform, both tenancy reform and redistribution of ceiling surplus lands to the landless, is important to poverty alleviation.The paper argues that in addition to production benefits, land reform helps to change the local political structure by giving more voice to the poor. Re-distributive land reform, whether through market-assisted land reform programmes or otherwise, should remain a substantive policy issue for poverty reduction.

This report gives a description of the financial life of residents with a limited basis for cash-crop and off-farm opportunities, hence restricting them to size of landholding as a critical indicator of wealth and status and influences access to cheap bank finance.The authors demonstrates that the use of informal mechanisms like reciprocal gifts, interest-free lending and borrowing and taking credit in kind from shopkeepers, is widespread and does not decrease with increasing wealth.

With an estimated 40 percent of people in Africa, South America and Asia living in drylands, land degradation poses a significant threat to food security and survival. This report looks at the relationship between gender and dryland management based on an analysis of field experiences in Africa and Asia. Highlighting the roles of women and men in dryland areas for food security, land conservation/desertification, and the conservation of biodiversity, it makes available key findings on a number of projects and programs in the regions.
