    The main objective of this paper is to describe the magnitude of displacement, the rehabilitation policy and the impact with special reference to tribal people in Orissa. The paper, divided into four sections, discusses the tribal displacement briefly in section one. The second section provides a bird’s eye view of dam-induced displacements in Orissa. Experiences related to four major dams of Orissa have been discussed in section three. Concluding observations have been presented in the last section.

    This paper will critically examine the inter relation between land acquisition, development and displacement. In addition, this paper analyses the rights of displaced under Indian and international laws with special reference to recent states different legislation on land acquisition. The present paper also try to consider the impact on land acquisition on displaced people and identifies loopholes in the existing legal framework and propose certain measure for bringing real development in to the life of displaced people.

    This compilation is based on analysis of secondary documentation as well as interviews with members of the Campaign for Survival and Dignity on the process behind the passing of the Forest Rights Act 2006. This document is not meant to be a comprehensive analytical paper on the issue of 'forests'; 'adivasis' or 'forest rights'. It merely touches upon these aspects to provide a background to the process of bringing about the legislation. As a result many dimensions and dynamics of adivasis and forest struggles have not been covered here.

    It was March 27th, 2012. There was a huge gathering at the Gram Panchyat office of Turiguda to receive the titles over the forest land on which they are cultivating for generation.The smiling faces were very prominent on that not, for on that day their rights got recognised.

    RCDC assigned a task of compiling a report on the functioning of PESA in the state of Odisha based both on secondary analysis and primary survey at field level, to a local consultant organization National Institute for Development Innovation(NIDI) in late 2010. Agreeing with our observation that the report submitted under the same required further improvements and enrichments the consultant made fresh efforts in 2011 and submitted an improved version of the same without any extra charges.
