    This Act concerns the development, regulation, construction, management and control of Special Economic Zones in Jamaica. It establishes the Special Economic Zone Authority, which shall be a body corporate. It also creates a Special Economic Zone Fund. The Authority shall establish procedures for the marketing, initiation and conduct of negotiations in relation to the making of applications by sponsors for the entry into master-concessions and licence-agreements.

    This Act makes provision with respect to the promotion of prudent, effective and efficient management in Executive Agencies and the provision of appropriate mechanisms for proper management, accountability and transparency in the operations of Executive Agency. Executive agencies are public bodies designated by the Minister. Bodies designated as Executive Agencies include: the Management Institute for National Development; the National Environment and Planning Agency; and the National Land Agency. Every Executive Agency shall have its management scheme as set out in this Act.

    This Act provides for the management of public gardens, i.e. any land vested in the Commissioner of Lands, and designated by him or any entity acting on his behalf for use as public garden. It also prohibits various activities in such gardens and provides for seizure and impounding of stray animals. prohibited activities include: picking of fruits, plants or flowers; destroying of trees; and injuring of animals.
