In this introductory video to the Global Programme Responsible Land Policy answers are given to what it wants to achieve, how it works and why land rights are so important. The Global Programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-funded by the European Union and works in Benin, Burkina Faso, Côte d’Ivoire, Ethiopia, Laos, Madagascar, Peru (completed in 2021), Uganda and Paraguay (completed in 2018).

The aim of this policy paper is to present successful approaches to secure land tenure rights in rural and urban areas. To support future programmatic decisions by the Federal Ministry for Economic Cooperation and Development (BMZ), this paper focusses especially on impacts and good practices. Increasing women’s access to land is crucial to fight hunger and poverty. However, gender disparities in land access remain significant in most countries, regardless of their level of development. A new FAO database helps to understand the factors that prevent women from accessing land; and to design better policies to effectively address this situation.

In recent years, local people and rural communities have assumed increasing prominence in strategies for natural resource management.This paper briefly reviews some of the central legal issues that are associated with this shift. In doing so, its goals are limited. It does not ad dress fundamental questions about when, where and what kind of management works, nor attempt to identify the political, social, economic and environmental ingredient s for success – subjects on which there is a huge, if still inconclusive, literature.
